If you are talking about the bolt that holds the pulley on the cam we never
replace it but your head should use 12 mm stretch bolts which should be
replaced. They are relatively cheap. If it's a diesel engine that you plan
to put a lot of miles on I would pop for a set of Raceware head studs. They
aren't cheap but should help your reliability and are reusable.

I have an 85 1.6na that I am having some work done on by a VW
mechanic. He says the bolt won't need to be replaced. Any thots?
Also, how about always replacing the head bolts?
