Shalyn,
Please see similar/like type issue below.
There is a chance the HI Speed phase is blown on the fan.
Or, maybe it is just an open somewhere in the HI Speed wires.
When bridged, does HI Speed bridge have 12v?
If not,
test via applying a 12v source hot wire
to your HI speed bridge.
These 2 speed diesel fans are expensive.
If HI speed fan setting is shot then run on LOW
and eliminate any Air-conditioning unit belts until
HI speed fan is restored.
Good luck and let us know on progress/results.
Oh, carry extra coolant, always.

David,
I have the same problems on Old Paint.
Ref 1986 1.6L NA w/ 2 speed HI/LOW coolant fan.
After 3-4 thermo swch replacements, new radiator, H2O pump, etc.
I've come to the conclusion it must be some fundamental electrical
failure related to poor common grounding.
In my attempts to resolve this issue, I found that jumping/Bridge the
LOW speed ckt on the thermoswch connector worked quite well.
The same good results w/ the HI speed ckt.
However, one day I forgot to remove the jumper (LOW speed)
and after 24 hrs it looks like now my fan will only fly on HI speed.
The HI speed ckt will only work intermittently nowadays.
Sometimes she gets hot and the HI speed fan kicks in, or
sometimes she just gets hot.
Thus, I believe the problem is electrical.
Not having any electrical wherewithal or knowledge of a common ground (Buss?)
I am living w/ the problem and rely on inert heat transfer thru the radiator.
This seems to work for my present needs, but I'm at a loss when
trying to diagnose even the simplest electrical failures.
I DO believe anyone w/ a basic electronics comprehension could resolve
this problem of (Coolant Fan Failure).
Hopefully, someone on this forum w/ VW ground & ckt experiences
can step up to the occasion and shed some light here in the darkness.
Thank you for presenting this problem to the board.
