  If you've checked that the glow plugs are all operating when they should,
as long as they should, the air filter isn't plugged, it's cranking fast 
enough 
and the pump's not draining down while setting (look for air bubbles when 
running, after stopped, try starting shutting off for a few seconds and a 
restart) then you're left with bad injectors or low compression that I can 
think of.
  Try parking it nose down hill and see if that help (air leaks).  The point 
that 
it's starting much better when plugged in, with the rest of the symptoms 
leans toward glow plug operation, compression or injectors.
