On the A2s, the brake and signal bulbs are separate single fillament 23cp
bulbs, The tail light is a 3cp (maybe 6cp?) a separate bulb again.
No dual fil bulbs are used.
I am inclined to agree with the defective group ground diagnosis, which, on
the 87 is a screw directly below the trunk lid latch, with a brown wire from
each tail light group connected directly to body steel. (if it's still there)
I once had the cheap steel circuit traces in the bulb holder assembly
corrode away and cause wierdness. I had to replace some of the tracks with
soldered-on wires.
That too, could be the problem
An open ground will allow power to back feed through all the other bulbs in
the group, causing predictable VW wierdness.
Most, if not all, brown wires in A2s are grounds.
