I took apart the Tail Light and cleaned all the contacts for the lamps, it
works a little better but still issues when I step on the brakes, I'm on the
right track though I think. I believe something in the brake circuit which
I'll get to tomorrow. Thanks all for the help.

Yes, I think it is a separate bulb, but there may be a share ground
connection with all the lights. I would check that out. I once had
problems with one brake light not working at night (worked fine when the
other lights were off). Turned out there was a bad ground inside the
connector and the parking light and brake light were ground through each
other (when the other filament was off of course). But when they were both
supposed to be on (and you had 12 volts on both filaments) no current would
flow and thus no light. I changed bulbs a few times (in daylight of course)
and viola the problem was fixed, until the next time I drove at night
(DOH!).
