Well, if you do it within reason, for the purposes so improving mileage
and VE; and keep the boost to 5psi, you can do so on a non-turbo engine.
That's essentially what the BAE turbo kit was for the early diesel
motors, and what the intent of the eco-diesel model was about.
To convert an NA to a td by bolting on all the TD parts, no, that's not
good. You will eventually really miss the piston cooling the TD block
has to offer... which is why the TD motors have such critters.
Otherwise, it's pretty much the same.
