[Vwdiesel] 91 Jetta Headlite Switch

I don't know if the Jetta has a headlite relay but many of these problems can be traced to all the headlite current being forced to go thru the headlite switch. This was a problem with my Citroens. On my gray market Citroen CX diesel, all the current went thru the headlite switch which would sometimes fail to work. I took it apart & repaired it but it was not as good as new & sometimes the headlites would go out when dimming the headlites. I didn't want to pay the $200+ for a new headlite switch  from our USA Citroen parts sources so I installed some foglites which I wired to a separate circuit & keep the foglites on when the headlites are on so that if the switch fails I'm not in the dark. I also wired in relays for both high & low beams to keep all that current from going thru the headlite switch. 
Does VW use headlite relays or does all the headlite current go thru the headlite switch? I think many manufacturers don't use headlite relays to save money. They also don't engineer these cars to stay reliable for 20+ years when resistance builds up in some circuits which was not a problem when the cars were new.
