  Highly unlikely due to all the mounting points you have 
on that bracket and the other one.  You'd have likely noticed 
it when trying to bolt it down.  It's usually a combination of 
belt tension and the input bushing.  Forgetting the one bolt 
on the other end of the pump can contribute too.
