Yes.

Yes, if you think it might be off. All timing is interrelated.
But if you have an older non-hydraulic cylinder head, you can
set the lash without the timing being set properly. Similarily,
even though it may not make sense, you can set the timing,
even though the shims for the valve adjustment may be off.
While you have the valve cover off, do whatever you need to.
