Another issue is that to obtain a 3F depression in cloud point, 
blenders say that they need about 10% No1 fuel mix.  So a 10F depression
of cloud point, causes the blend to go to a 33% No1 blend.  

There are concerns regarding the lower lubricity of the No1 fuel, and
of the ULSD all together.  There are also, as mentioned eariler, concerns
about the low availability of No1 ULSD to blend.  

As I recall, a 30% mix of No1 used to get more than 20F performance
improvement.  Perhaps it works differently with ULSD.  The other
depressing thing (no pun intended) is that the pour point is so 
close to the cloud point.  (Waxing today, jello tonight.)
