[Vwdiesel] States that allow conversions? WAS: TDI Passet 4 motion

There are no smog checks of any sort here in Kansas,
thank goodness.  I have no idea whether or not there
are any rules on the books on what you can swap in or
out or not.

It was my understanding that in states like California
(from reading the TDI-Conversions list) that you can
put any engine you want in your car if you do two
things:  1) The engine is the same year or newer than
the vehicle and 2) any and all emissions equipment
from that engine is included/retained.
