Why not install a 6.2 or 6.5/700R4 in the Packard? You could do that for very little money and without destroying the car. They will fit easily where a SBC would live, and it would still give you reasonable performance.
The problem with any IDI engine is they cannot come near the efficiency of direct injection technology, making all of the older engines a second tier choice. Little ones (such as the VW 1.5/1.6 and Isuzu 1.9) are just plain gutless. Going to 5.7, 6.2 or 6.5 litres helps, but you need a lot of car or truck (such as a Patrician) to handle it.
