Sounds like you have not got #1 at TDC for the set-up.
The timing mark on the flywheel is usually a "V" notch in the machined rim
edge of the wheel, not on the rough casting face.
The "V" may have a small "0" above it on the rim.
One of the A2's in my stable, my son's, has been the victim of a
volksbutcher, and the flywheel has been replaced 60* out of phase. I was
fortunate to notice this before I replaced the timing belt, and painted a
new TDC mark on it before I changed the belt (timed the engine by cam and
pump to determine TDC , near enough).
That was a year ago, and I just replaced the head gasket this winter.
With the head off, I re-checked the timing mark, it was right on.
IF you are the victim of a misplaced flywheel, you have to determine TDC.
Since 1 and 4 are at TDC at the same time, You might be able to get a
coathanger wire in to the cylinder through the #4 glow plug hole, or if
necessary, through the 1 or #4 injector hole.
On second thought, better to use a copper wire (#14 solid) from a piece of
house wire, roamex.
You would have to work it down through the pre-combustion chamber, and I
think you would have to remove both the glow plug and injector to get
through it.
Lets hope you have just miss-interpreted the TDC mark on the flywheel.
