[Vwdiesel] Its Broken Again :(

Now the car won't pump any fuel, this is a almost newly rebuilt pump too.
The fuel inlet line has almost no suction and I know the filter isn't
clogged cause I can pump fuel through it manually with ease. I suspect the
fuel cut-off valve, but can I replace that without removing the IP?
