  A fluctuation in brightness could be a bad connection or 
a bad regulator (resistance, or not holding voltage).  A flicker, 
I would suspect to always be a connection issue.  Could be 
brushes, regulator contacts, ground, + to battery or alt or 
even a connection failure in the regulator itself but generally 
it's a visible contact of some sort.
