[Vwdiesel] TDI Dynamic Timing?

I'm installing a new timing belt on a friend's '01
Jetta.  I've been following along in the Bentley for
the procedure and everything is going pretty smoothly,
but I am confused on one thing.

After the belt is on and the camshaft sprocket has
been retightened as well as the injection pump's bolts
tightened to stage I, it says to "dynamically time"
the engine, then tighten the injection pump's bolts to
stage II.

Well, I flip to the section on dynamic timing and it
involves the engine running and getting up to temp. 
That won't work, because the engine isn't fully
assembled yet!

At this point, I am assuming that there is no reason I
cannot assemble the engine fully to the point that all
is left is the upper timing belt cover and then be
able to run it and check the dynamic timing and then
torque the bolts to the final value.

Do any of you see any errors in this assumption?
