  MOST of the time those laws pertain to "professionals".  If you
DIY then the hefty fines and such don't affect you.  One I can 
think of is removing a cat.  Big fine if you're a shop.  "Put it back 
if you get caught as an individual."  
  I was all set up to put propane in the Quattro and then I found 
one of the hoses had got against the alt belt and had a big 
hole in it that even R-12 would leak through!  ;-D
