  If you find the right rebuilder you can probably have a fresh 
turbo for about $100 (or less) more than a used one!  They 
don't fail very often either.
  The first thing to check is the injectors if they haven't been 
changed in the last 100K+ miles (160k or so km).  Bad injectors 
will make for rough idling, starting, smoke of various color and 
poor mileage.  A bad turbo USUALLY tends to smoke more at 
startup or after a certain temp is reached, depening.  When it's
at startup it's SMOKEY with white smoke that smells like oil.  Bad 
injectors can do the same but it smells like fuel.  
  Worn rings can smoke too but tend to about as much on decel 
as accel.
