  I don't think anybody has converted their block from 11mm 
to 12mm.  Heads yes and vise versa too (no drilling required)
  With the luck I've had with Helicoils I figure you'd get just 
about torqued down and out it'd come!  Most likely tapping 
the cracked hole would simply splay the crack open even more.
  It's either swap the block out or grind, weld, drill and re-tap 
that hole.  If it's another one that stripped, that's just not 
common and some sort of insert like a VW case saver would 
be better.  Not enough meat there to do that or even drill and 
tap out to 12mm mosy likely.
