[Vwdiesel] OBDC II connector - 97 Golf

The connector was indeed directly above the lighter.  I'm somewhat surprised
it wasn't documented in either Haynes or Chiltons.

On my '95 Jetta it's directly above the cigarette lighter.  It's covered by 
a blank cover that you have to pop-off with a screwdriver.
