I've never had an issue getting those bolts loose.
Here's what I do:
Since I don't really want to just sit under the car
unnecessarily, I get enough extensions that I can
attach the ratchet from outside the car with the wheel
off.
Anyway, once the car is up on stands and the wheel is
off, then I clean out the inside of the bolt hole by
spraying some cleaner or PB Blaster in there and
getting any gunk out.
Then, I use a hammer to pound the driver into the bolt
hole. This does two things: Makes sure the driver is
seated and with a good number of smacks with the
hammer, it will help loosen any threads rusted
together or something.
After all this, everything comes apart pretty easily.
If you have a problem with the axle wanting to spin,
have a friend step on the brakes.
