[Vwdiesel] Diesel injector pump questions.

So, I got the Jetta back on the road. It's a 1982 1.6L 5-speed with the original injector pump. Here's a quick rundown of what all I replaced/updated on the car:
Rebuilt 1.5L head, rebuilt injecotor pump, all gaskets and seals, rubber VC gasket, clutch, water pump assy, timing belt and roller, shift bushings, Trans oil, glow plugs, all hoses, expansion tank and cap. I also learned how to do the timing for the injector pump, have it set to 1.03. Adjusted the valves as well, will re-check at the 1000 mile head gasket retorque interval also.
Before and after, I had this problem where the engine would continue to rev after pushing the accelerator. IOW, at low RPM's, if you rev the car in neutral, it will return to idle. But, if you rev it up higher than say 2500RPM, it continues climbing as if you were still pushing on it. And, I've verified the throttle on the pump returns as intended. This not only causes undue wear on the clutch when accelerating hard, it also is a little concerning. If I don't watch it when shifting, and in neutral, I get the feeling the engine would run away from me and blow up :(
As it smokes a lot, I was wondering if this might have something to do with it...............

I'm assuming that when the pump was rebuilt, they put this and all other adjustments back to where they were before. So, where is this adjustment screw? Has anyone here ever adjusted this on thier car?
