[Vwdiesel] Starter issues

Good morning everyone-

I've been having issues with my starter for the past
couple weeks or so and this morning it became
especially frustrating.

The car hadn't really been driven for some time
because of a leaky radiator.  When I replaced it, that
is when I started having problems with the starter.

What it does is not engage the flywheel.  I can hear
it spin, but the plunger doesn't reliably move the
gear to engage the flywheel so the starter just
free-wheels.

Usually, it will only do it once, maybe twice when
trying to start the car.  Then, it will start as
normal.

However, last night and this morning, it took quite a
few more tries before finally working.  

It seems to be much less of an issue if the engine is
hot.

Is this an issue that I could repair, or do I need to
take the starter and have it rebuilt or replaced?
