I kind of had the same problem. I bought a new head from Parts Place for all Volkswagens and I think they just use one style of head that is interchangeable. Long story short I installed the head and the front oil drain hole that had been blocked off with a thin disk of "JB WELD" or something close broke loose. I Got oil and coolant out of the hole. I tried to just JB weld the area stilling out of the block and it held without burning coolant and oil for a few hundred miles but I had to take the head off and replace the head gasket along with filling the hole completely with JB weld and sanding it smooth. That did the trick. 10,000 miles later. I don't know what your lifters are though, mine are correct to my car. Yours may be the mechanical. But this may help.
