[Vwdiesel] IP Pump ?

I rebuilt my 1600NA IP pump, but cannot get the truck to start now.  I see 
fuel being squirted out the 4 pump nozzles.

I wondered if I maybe put the cam plate in 180 degrees reversed, so instead 
of opening up the pump again, I reset the cam/crank/pump timing and this 
time put the pump 180 out.

Same result, nothing.

Any ideas?
