Well, to answer my own question:

Figured it out with a little more looking. It appeared those nuts were were welded to the 
inside of the sheet metal but it turns out they screw off. So with a small socket, u-joint 
and some various wobble extensions, I was able to loose them up and then screw the nuts 
off by hand. There are studs embedded in the lamp that they screw onto. Now to find where 
the leak is in the housing and dry it out and seal it up.
