I'd want to see things. Take a look at the drum and if it looks like
it's been hot (most likely the case) then you need new shoes. The
new ones on that side will be fried and glazed. Drum may be warped.
Look at the inner seal. See if it looks like it's been hot and look at
the spindle, noting where the inner and outer races sit to see if it's
turned color. Then you'll know where the problem is.
Sounds like the wheel cylinder isn't releasing completely or most
likely, the parking brake cable is connected wrong and holding the
brake on.
For an outer bearing to get THAT hot, it had to be REALLY tight
and likely both would be bad and need replaced along with the
seal. It's usually shoes doing that though. It's all in what you
can see. If you don't look then you have to take their word for
it.
