[Vwdiesel] A2 1992 Jetta, ERG valve, what does this actually do?

OK, I like that answer.
I should test to see if it has power all the time or only in cold temps??
I looked in my A2 book last night for about 15 minutes and could not find it under engine or exhaust system, so I will have to look through electrics, the fun one.
