[Vwdiesel] Jetta III License plate mount

Hi,

Sorry to ask such a mundane question...but I am (finally) registering my 97 TDI in NY and I was trying to figure out how the front license plate mount ataches to the bumper.  I bought the OE plate holder from the dealer... but there are no holes on the bottom of the bumper to attach it.  Is it just held there with 2 self tapping screws into the plastic?  I don't want to drill holes if that is not the case.  

Anyway, if anyone has a mk III with a front license plate... please let me know how its held on.
