[Vwdiesel] Coughing rabbit

I recently moved to Denver, now my 81 diesel rabbit which ran great in
Oklahoma runs like crap, lots of white smoke, no power, won't rev past
3k rpm without lots of coughing and missing. Any ideas and how to tune
this engine? Engine is newly rebuilt, along with the pump and injectors.
Compression is over 400psi on all cylinders.
