I would also say that if the injector pump is injecting the fuel a bit late then the fuel wouldn't be hot enough to burn everything right away and it would boil the fuel until the whole engine is warm enough (cylinders, head, etc) at operating temp to stop the boiling and burn most of the fuel then. Even my fathers 2006 tdi Jetta smokes white when first is started and more so the colder it is. Advance the pump a bit so it sprays soon enough before top dead center so the heated compressed air gets the hottest. But there may always be a bit of white. If you don't have a lot of coolant pressure after starting and you aren't loosing coolant then that isn't the problem. If you aren't burning blueish smoke and aren't having to add oil then that isn't your problem. If your engine isn't really powerless and doesn't shake more then it should (as a leaking/bad injector) you may have a week glow plug or two also. If 2 or three get hot and the rest warm it may only shake at first and then smooth out but it still has to clear out the fuel and heat the cylinder to burn everything. Just food for thought.
