There's a very good chance you've got at least 2 glow plugs not working. I
check these by pulling out the injectors first, then look down the injector
holes while someone turns the key on (cold). You'll see good glow plugs
turn bright orange. Bad ones won't light up at all.
It's much easier to change the glow plugs with the injectors out anyway, so
I generally use that method for checking once its not starting well.
If you've not pulled injectors before, you need new heat shields when
reinstalling them (usually about $1 a piece). Once the injector is out, the
heat shield is at the bottom of the injector hole. Look which side is up as
you take them out so you can put the new ones in correctly.
Also the cloth-wrapped fuel bypass lines between injectors are usually
rotten and rip as you take them off the injectors, so buying some of that
stuff ahead of time saves you running to find some after the car is apart.

The 94 Jetta TD doesn't want to start when cold. I have power to the glow
plugs, I get fuel, the battery shows 12.4 volts static. If ambient
temperature gets somewhere above about 60 degrees (F), it'll start readily.
Just plain won't catch when colder if it's sat for more than six or eight
hours.
Could the glow plugs not function despite power to their wiring? How
would I test those?
