  Check the clearance between the rotor and the top of the case of 
the pump.  If that's too high then too much vacuum will leak past the 
high and low sides of the pump.  Vanes can stick but usually don't 
seem to.
  Other things could be a leak in the plumbing, the booster diaphragm 
or the master cylinder to booster seal.
