Depends on the internal construction of the solenoid. It usually does two things. One is
to make electrical contact for the high current feeding the starter motor and the second
is pushing the bendix gear out to engage the flywheel. Usually the gear is extended
before the contact is made and one would assume contact is broken before the gear is
retracted. But might be something going on inside where the solenoid can release the gear
but still maintain electrical contact. If it can be opened up, might be worth a look
inside to see what is going on inside.
