Well, just adding an intercooler won't increase power unless unburned fuel
is present (lots of black smoke).  Intercooler makes the air cooler, denser,
and able to burn more fuel if present.  So if you add more fuel, you can get
more power, but just an intercooler by itself won't or shouldn't do much
with the caveat that it is already overfueled.
With intercooler in place, and fuel added, safely increasing power 10% isn't
unreasonable, 20% if you have egt gauges and are careful.
The exhaust response depends on how restrictive the current setup is.  Lots
of times it sounds faster at least.
