That lever pulls on a spring inside the pump. I expect it's a little gummed
up in there. Run a bunch of good additive like the Stanadyne stuff through
it and hopefully that will clean it up.
I would bet on it coming back to good working order after running for a
while. The pump heating up internally might also help.
