[Vwdiesel] Overheating

I'm changing out the thermostat as the last gasp before succumbing to a head
gasket replacement that might be causing my overheating problem. I've
already changed out the fan thermo-switch and tested the fan.

In order to change out the thermostat, I had to remove the rear power
steering support bracket. When I looked at the front, I noticed that the
jacking screw for adjusting the crank-water pump-power steering pump belt
was gone. I'm hoping that the loose belt caused the water pump to not pump
like it should. How is the jacking bolt secured so that it won't back out? I
have lock washers, is that enough?
