I think Loren intended to also mean the starter end of the cable and the
connections there, but at least to me it wasn't obvious, so I thought I'd
state that they are just as important for starting as the connections at the
battery. (Even the body/engine side of the ground cable can get a bad
connection, but it sure doesn't seem to happen very often.)
Look for un-shiny connections anywhere in the circuit for battery power
through the starter and back to the battery. Technically even the ground
connection between the starter and the engine could be a problem, but I'm
not sure I've ever seen that.
Best way to find the problem is with a remote start button or an assistant
and use a meter to find where the voltage drop is when trying to turn it
over. Normal should be most of the drop happening in the body of the
starter. If you get much of a drop at any of the connections while cranking
then you need to clean that connection. If it happens internally to a wire
then most likely one of the ends of the wire has a bad crimp, but also
possible that the wire is bad itself, though that's another thing I've never
seen.
