Yes, that is correct. However, if they don't hook the car up till they see a 
light, you can get away with a dead/malfunctioning light. But, if, like most 
states, they automatically hook it up to any car 96 or newer (OBD2) then 
having a dead light won't help, as they will see the code anyhow.
