That's a benefit of being in Texas.  There are emissions standards, 
particularly in urban counties, but Diesels are exempt.  We just get the 
safety inspection.  Mine's the same way.  It starts fine, all of the 
glowplugs are good, but the harness is a little oxidized somewhere.  If 
it's genuinely bad, I'll fix it.  Otherwise, I'll only get worried if 
the check engine light turns OFF.
