  If it blinks fast then generally one bulb is out.  If removing the front 
one "kills" the circuit then you know the problem is to the rear.  The 
most common VW/Audi issue with rear lights is a bad ground at the 
light assembly.  Voltage should be 12V more or less.
  Sounds like you may have/also have a bad connection at the fuse 
box.  Try pressing the wires in firmly, one may be backed out or 
such.  Try and figure out which wire it is then that can be checked 
on a wiring diagram for which circuit it is and so on.  
  When a tail light ground is bad they often will "feed back" through 
another unpowered circuit to get that ground.  It leads to all kinds 
of silly issues that seem unrelated until you chase through a wiring 
diagram.
