[Vwdiesel] More Quantum Questions, progress

Got everything hooked up, then went to bleed the IP of air but that cheap brake bleeder pump from Harbor Freight wouldn't pump. The Quantum wouldn't start & tomorrow, I will go to an auto parts store & get a proper vacuum pump.
As to vacuum line from the vain pump to the power brake is metal & the slit in that pipe appears to be factory made & not a stress crack. It looks like it will be easy to plug but I am wondering why it is there in the first place?
I also noted the starting cable doesn't want to move. Afraid I won't be able to get to the Quantum till Friday.
