  They now have 3phase converters that are variable speed.  No power 
loss and vari speed with full power, from a couple % to 100%.  Really 
cool.  Otherwise I think it's like Mark said, you see a bit over half, but 
that's with a static converter.  Not sure how a cap fits in, if it's the 
same or less.  A rotary converter yields something like 80% to 90% 
of normal 3 phase.
