  Clean the surface, clean out the bolt holes (blow out) use a little

Clean the block surface with some emory cloth, about 100 grit?
Get it all cleaned up with it.  Clean surface with Brakleen or 
equivelant and clean rag or paper towels.  Might flat file it before 
that final cleaning.
  Check your valves, especially the exhaust valves, while the head 
is off.  Check valve guides for wear (wobble ) by wiggling the open 
exhaust valves. (cam in, rotate until valve is open.)  If the valves 
and guides are fine (valves usually are other than wear, which 
will show as even more wobble) and the valve stem seals aren't 
old enough to need replaced, then all you need is a light surfacing.
Clean with Brakeen and reassemble with new head bolts and just a 
touch of engine oil on the threads.
  FOLLOW the torque procedure and order!!!!!  Torque to spec, torque 
to next spec, turn 180 degrees (in two steps is permissable).  Warm 
up engine, give it another 90 degrees.  After 600 miles give it another 
90 degrees.  1.5 and early 1.6 engines just use a 3rd torque, warm up 
and recheck, 600 miles and recheck.  Not sure what the TDI's use.
