  Ouch!  Didn't think that one!  Usually I see blown head gaskets 
do such things.  On domestic V-8's the heat and temp gauge 
usually fuctuate in opposite directions.  Temp goes down, heater 
starts getting warm, as the temp climbs, the heat output goes 
away.  Air locking.
  The VW diesels end up blowing the coolant out before they can 
cycle!  Try filling it back up slowly, warm up at a fast idle and keep 
the cap off.  Rev a bit here and there and see if you get water or 
hopefully a steady stream out the return line.   Hopefully a steady 
stream!  Worst case will be mostly air then steam.  :-(
