Bill,
Using a file is fine, but be careful that the blade is not tapered slightly 
in it's thickness. I use a steel 1ft ruler, and pack it out with the edge of 
a set of feeler gauges. This get's it set more accurately than the 'proper' 
locking bar even, when used on it's own.
Who suggested 45 deg twisting? Not I, and not Loren. Read back to the 
18/19th of this month.

I have never used a locking bolt for the pump. That groove in the sprocket 
is a good point for starters.
I always find TDC on fly wheel, then put car in gear.Loosen cam sprocket 
Lock cam.
[Put belt on and hand tension tensioner and tighten provisionally when 
starting from head replacement]. . Loosen pump, use dial indicator. Move 
engine to before tdc to zero dial gauge, then return engine to TDC. [out of 
gear to do this, or in gear and hand brake off and moving car] Then read 
dial if not 39/40 thou [1mm]then twist pump.  When happy turn over engine 
with wratchet say twice. Recheck pump timing at TDC if fine then tension 
belt and tighten tensioner fully using previously mentioned techniques. 
Remove locking bars tighten cam bolt tap with hammer lightly and retighten 
to spec. [make sure cam taper is clean, dry and free of grease etc before 
putting sprocket on. ] Rotate engine again to check all measurements are 
still correct at TDC including cam slot!...
