When you pump the pedal the booster WILL drop out in a couple
pumps generally because you're using up all the vacuum while pumping
up the hydraulic system.
3 main possibilities for a sinking pedal:
Bad master cylinder letting fluid past the seals.
Bad master cylinder leaking fluid into the booster.
Worn rear brake shoes and/or drums letting the pedal
drop beyond what it should due to the self adjuster
being all the way out already.
I had similar problems with my Jetta and replaced the MC.
It turned out to be the rear drums, which I thought I'd already
done.
