Just another thought - if he's not arming the alarm, that could be part of
the problem.  Apparently the alarm system draws quite a bit more power if
you just leave it unlocked/unarmed.
Re: the battery tender, even if he would just hook it up once every month or
so(or even once a season), that would probably do the trick.
