I would say a bad turbo oil wise would leave a trail of oil in your intake you could see and inspect (making sure that it isn't carbon build up from the egr valve. Depending on oil consumsion. Also if the rings are stuck it should be pressurizing your crankcase more then normal with fumes (diesel and exhaust) coming out of a hole (you would have to pull your oil dipstick or possible oil fill cap if there is a guard to keep oil from splashin out). I don't have a 98 tdi, I have the 04 with different engine. If the turbo bushings were bad but seals ok then you will get metal shaving off from the impeller. Any one can correct me if I am wrong as I haven't seen to many failures but I have asked a lot of questions. But most of that is for Cat Equipment for my mine since I am the Cat Planner. Hope that helps. Oh, one more thing on the rings. You can do a compression check as well. But that can be a woren valve as well.
