  It won't pop and it won't start almost starting until it's almost 
ready to run.  Constantly disconnecting the lines and taking the 
center plug out keeps setting you back on how much you have 
to crank the car to start it.  It usually takes a minimum of 2 minutes 
of cranking.  A little less when the pump is filled with fuel.  

  Waiting to let the starter "cool" isn't a bad idea at all, however 
if you actually go out and put your hand on it you might find it's 
not that hot. I did on my last head gasket and found it was nearly 
room temp after 30 seconds of cranking.  I said screw it and cranked 
until it started.  Starter was still nothing close to warm.  Every time 
you wait to crank again it also lets fuel drain back and adds some to 
the cranking time needed for a start.

  No offense intended but that's kind of like asking if a vented 
speaker enclosure in the car, would make the A/C work better.  :-) 
  It's totally unrelated.  It's simply a vent under the boost fuel 
compensating diaphragm.  It would have no effect on anything 
whatsoever until the pump sees boost pressure.  Even then it's
not going to affect things adversely.
